U.S. Senators Kevin Cramer and Michael Bennet have introduced the Quad Space Act of 2025, a legislative proposal aimed at enhancing space cooperation among the countries involved in the Quadrilateral Security Dialogue, or “Quad.” This informal strategic forum includes the United States, Japan, India, and Australia, with a focus on promoting a free and open Indo-Pacific region.

The proposed bill directs the Secretary of Defense to engage in discussions with Quad nations to identify mutual areas of interest concerning best practices in space, space situational awareness, and space industrial policy. It also mandates that the Secretary submit a report to both the House and Senate Armed Services Committees. This report should detail potential areas of mutual interest and outline steps to formalize cooperation among Quad members.

Senator Cramer emphasized the importance of maintaining space dominance for regional stability: “Maintaining space dominance is vital to protecting the stability and prosperity of the Indo-Pacific region.” He added that “the Quad’s alignment addresses shared security challenges between our countries.”

Senator Bennet highlighted concerns over China’s and Russia’s advancements in space capabilities: “As China and Russia rapidly develop dangerous space capabilities…the United States must bolster cooperation with our Quad partners.” He stated that “The Quad Space Act will enhance our collective capacity to address shared challenges by better ensuring safe and secure space missions.”

The initiative underscores a commitment to deepening partnerships with trusted allies while addressing geopolitical challenges through enhanced cooperation in space.
